本年10月8～12日に，国立京都国際会館において「Internet Governance Forum（インターネット・ガバナンス・フォーラム）2023」（IGF2023）が，日本で初めて京都で開催されます。インターネット・ガバナンス・フォーラムは，国連が主催してインターネットに関するさまざまな課題について話し合う，誰でも参加できる国際会議です。今年は日本がホスト国となり，総務省がホスティングを担当します。

このIGFの関連イベントとして，京都情報大学院大学・京都コンピュータ学院が設置するスクール・オン・インターネット・ガバナンス（SIG：School on Internet Governance）ジャパンでは， IGF2023京都開催記念プレイベントとして 「これからのインターネットを担う若者のためのSIG」 を実施します。本イベントでは，インターネットに関する公共政策課題について対話するために必要な知識や視座を身につけることを目的として，青少年のための安心安全なインターネット利用について若者自身が意見を発表するセッションなどを用意しています。また，これからのインターネットを担う若者を応援する目的で，海外から来日する専門家，国内の情報教育関係者が集い，自由で開かれたインターネットの可能性を膨らませ，AIなどの最新技術とどう折り合うか，思索・議論して学びます。

【内容】
午前の部 : 青少年のための安心安全なインターネット ワークショップ

冒頭で，日本の地域文化や歴史について大学生が紹介し，日本とカンボジアの若者の交流を深めます。続けて、青少年の安心・安全なインターネットをテーマに，富士通（株）でグローバル・リスポンシブル・ビジネスをリードするDixon Siu氏を講師に招き，カンボジアのNGOの高校生や保護者とともにデジタル 権利について学びます。デジタルの権利とはどのようなものか，青少年がフェイクニュースやネット上のいじめにどのように対応するかを共に考えます。ワークショップの最後に，学生／生徒たちが午後のセッションで発表す る考えや提案を準備します。

Empowering Youth Towards “Internet We Want”

In order to prepare people for discussions about internet-related policies, the Kyoto College of Graduate Studies for Informatics and Kyoto Computer Gakuin established the SIG Japan 2023: the School on Internet Governance Japan 2023 and will hold a commemorative pre-event on Saturday, October 7th, 2023, the day before the Internet Governance Forum is hosted by the UN. Educators of information technologies and international experts will be present at this event to support the young people who are shaping the future of the internet through offering them a platform to share their perspectives regarding children's online safety. The event aims to promote collaborative learning while stimulating conversations about how to link these technological advances with the principles of a free and open internet.

[AM : Program]
  • The morning session starts with a warm welcome from the host and a brief overview of Japan local historical context and cultures Then, Cambodian youths and participants from Japan will participate at the workshop which is designed by Fujitsu Futures to inspire how youth think about digital rights and how to react to fake news and online bullying.
  • The workshop will end with the youths preparing their thoughts or suggestion that will be presented in the afternoon session.
